<idAbs>

This dataset provides information about the conditions of the nation’s surface waters located in the state of Florida. States, territories and authorized tribes (states for brevity) assess the quality of their surface waters and report it to EPA as part of their Integrated Report (IR), which combines Clean Water Act Sections 303(d) and 305(b). This dataset provides the spatial locations of state-defined Assessment Unit Catchment Associations and Assessment decisions for those waters. Designated Use and assessed Parameter information have been rolled up into groups. This dataset also includes attributes indicating the Assessment Units that have one or more Actions (a.k.a., Plans, such as Total Maximum Daily Load (TMDL), Alternative Restoration Plans, Protection Plans, etc.) associated with the water. For more information, please see https://www.epa.gov/waterdata/attains. This dataset provides the latest information submitted to EPA for each state for the reporting cycle 2022 (Ed. January 2025). States typically provide this data to EPA every two years, but the currency of the data may vary by state. The Control table indicates the latest data available for each state. State water quality assessment decisions reported to EPA under the Integrated Report (IR), and Clean Water Act Sections 303(d) and 305(b). This service provides summary information for each Assessment Unit. For more detailed data, please reference the Assessment Total Maximum Daily Load (TMDL) Tracking and Implementation System (ATTAINS) web services. Information on those web services is provided on the public ATTAINS website: https://www.epa.gov/waterdata/attains

NHDPlus integrates the vector NHD stream network and WBD hydrologic unit boundaries with the NED gridded land surface. This hydrologically-conditioned surface enables the delineation of a catchment (local drainage areas) for each NHD stream segment. The catchments are used to associate precipitation, temperature and runoff data with each stream segment for estimating NHDPlus stream flow. NHDPlus catchments are used to associate other landscape attributes, such as land cover, with stream segments. The NHDPlus unique catchment identifier is used to link NPDES data to ATTAINS data.

The 303(d) Listed Impaired Waters area features in the State of Florida that are monitored by the U.S. Environmental Protection Agency (US EPA). The 303(d) Listed Impaired Waters program system provides impaired water data and impaired water features reflecting river segments, lakes, and estuaries designated under Section 303(d) of the Clean Water Act. Each State will establish Total Maximum Daily Loads (TMDLs) for these waters. Note the CWA Section 303(d) list of impaired waters does not represent waters that are impaired but have an EPA-approved TMDL established, impaired waters for which other pollution control mechanisms are in place and expected to attain water quality standards, or waters impaired as a result of pollution and is not caused by a pollutant. Therefore, the "Impaired Waters" layers do not represent all impaired waters reported in a state's Integrated Report, but only the waters comprised of a state's approved 303(d) list. For more information regarding impaired waters refer to EPA's Integrated Reporting Guidance at: https://www.epa.gov/tmdl.

Under Section 303(d) of the Clean Water Act (CWA), states, territories, and authorized tribes, collectively referred to in the Act and here as "states," are required to develop lists of impaired waters. A state’s 303(d) impaired waters list is comprised of all waters where required pollution controls are not sufficient to attain or maintain applicable water quality standards. The law requires that states establish priority rankings for waters on the lists and develop Total Maximum Daily Loads (TMDLs). A TMDL is a calculation of the maximum amount of a pollutant that a waterbody can receive and still meet water quality standards, and an allocation of the load reduction needed from various sources of the pollutant. Please note that a water can be identified on a State’s 303(d) list as impaired for more than one cause of impairment and be identified as having more than one probable source. EPA considers TMDLs as water/pollutant combinations, please be mindful of this information when aggregating the attributes for analysis needs.

The 305(b) Assessed Waters area features in the State of Florida that are monitored by the U.S. Environmental Protection Agency (US EPA). The 305(b) program system provide assessed water data and assessed water features for river segments, lakes, and estuaries designated under Section 305(b) of the Clean Water Act.

Please Note: This dataset should be used in conjunction with the FGDL parent dataset: ATTAINS_AU_AREAS_JAN25.

</idAbs>

<useLimit>The Florida Geographic Data Library is a collection of Geospatial Data compiled by the University of Florida GeoPlan Center with support from the Florida Department of Transportation. GIS data available in FGDL is collected from various state, federal, and other agencies (data sources) who are data stewards, producers, or publishers. The data available in FGDL may not be the most current version of the data offered by the data source. University of Florida GeoPlan Center makes no guarantees about the currentness of the data and suggests that data users check with the data source to see if more recent versions of the data exist. Furthermore, the GIS data available in the FGDL are provided 'as is'. The University of Florida GeoPlan Center makes no warranties, guaranties or representations as to the truth, accuracy or completeness of the data provided by the data sources. The University of Florida GeoPlan Center makes no representations or warranties about the quality or suitability of the materials, either expressly or implied, including but not limited to any implied warranties of merchantability, fitness for a particular purpose, or non-infringement. <statement>ATTAINS Geospatial Data
ATTAINS geospatial data and summary assessment attributes are available as a geospatial service or a national export. The geospatial data are updated twice per assessment cycle for each state: once when a state's assessment cycle is submitted to EPA and again, when EPA takes final action on the assessment cycle. The geospatial service and export are refreshed approximately monthly when new data are available.

*Threatened waters (from the 2006 Integrated Report Guidance): States may define “threatened waters” in their assessment and listing methodologies. EPA recommends that states consider as threatened those waters that are currently attaining WQSs, but which are expected to not meet WQSs by the next listing cycle (every two years). For example, segments should be listed if the analysis demonstrates a declining trend in a specific water quality criteria (WQC), and the projected trend will result in a failure to meet a criterion by the date of the next list (i.e., 2008 for purposes of the 2006 assessment cycle); or, segments should be listed if there are proposed activities that will result in WQSs exceedances. In ATTAINS, if the ThreatenedIndicator = “Y” (Yes), then the water will be placed in either Category 4 or 5 (depending on the other relevant information provided).</attrdef>

<edomv>4</edomv>
<edomvd>Category 4: Available data and/or information indicate that at least one designated use is not being supported or is threatened*, but a TMDL is not needed. Waters belong in Category 4 if one or more designated uses are impaired or threatened but establishment of a TMDL is not required. States may place an impaired or threatened water that does not require a TMDL in one of the following three subcategories: a TMDL has been completed for the water-pollutant combination (Category 4A), other required control measures are expected to result in the attainment of Water Quality Standards in a reasonable period of time (Category 4B); and the impairment or threat is not caused by a pollutant (Category 4C). The more specific categories of 4a, 4b, and 4c appear in ATTAINS. The more general category of 4 does not appear in ATTAINS.</edomvd>
<edomvds>attains_calculations_of_epa_ir_categories_2018-08-31.pdf</edomvds>
</edom>
<edom>
<edomv>4a</edomv>
<edomvd>Category 4a: One or more designated uses are impaired or threatened* but establishment of a TMDL is not required because a state developed TMDL has been approved by EPA or a TMDL has been established by EPA for any water-pollutant combination. The Assessment for the Assessment Unit has: • a Use with a UseAttainment status of “Not Supporting” AND • a ParameterName with a ParameterStatus of “Cause” AND • a PollutantIndicator of “Y” (Yes) AND • the ParameterName has a TMDL Action under AssociatedActions.</edomvd>

<edomv>4b</edomv>
<edomvd>Category 4b: One or more designated uses are impaired or threatened* but establishment of a TMDL is not required because other required control measures are expected to result in the attainment of WQSs in a reasonable period of time (Category 4B). EPA regulations recognize that alternative pollution control requirements may obviate the need for a TMDL. Specifically, segments are not required to be included on the Section 303(d) list if “[o]ther pollution control requirements (e.g., best management practices) required by local, State, or Federal authority” are stringent enough to implement applicable water quality standards (WQS) (see 40 CFR 130.7(b)(1)) within a reasonable period of time. These alternatives to TMDLs are commonly referred to as Category 4b waters. The Assessment for the Assessment Unit has: • a Use with a UseAttainment status of “Not Supporting” AND • a ParameterName with a ParameterStatus of “Cause” AND • a PollutantIndicator of “Y” (Yes) AND • the ParameterName has a 4B Action under AssociatedActions AND • the CycleExpectedToAttain field is populated with a year.</edomvd>

<edomvd>Category 4c: One or more designated uses are impaired or threatened* but establishment of a TMDL is not required because the impairment or threat is not caused by a pollutant (Category 4C). When biological data and information indicates that the impairment is not caused by a pollutant, the Assessment Unit may be placed in Category 4C. The Assessment for the Assessment Unit has: • a Use with a UseAttainment status of “Not Supporting” AND • a ParameterName with a ParameterStatus of “Cause” AND • a PollutantIndicator of “N” (No). </edomvd>
